It took 39 days and several policy reversals, but the subscription status of the strongest model on the market is finally settled.
The facts first. On July 18, Anthropic announced that from July 20, Claude Fable 5 becomes a permanent part of all Max and Team Premium plans. The details deserve a careful read:
- Max and Team Premium: Fable 5 is included at 50% of standard limits. Same monthly fee; the flagship model comes rationed.
- Pro and Team Standard: not included. These plans keep buying Fable through usage credits, with a one-time $100 credit as compensation.
- The official explanation: demand for Fable has been hard to predict, capacity arrived in stages, and subscription access was adjusted several times along the way.
Lay out the timeline and the pattern is clear: June 9, Fable 5 launches as the most capable model Anthropic has ever made generally available. July 1, it opens to users globally. Early July, Pro access moves to usage credits. July 20, it lands permanently in the top-tier plans — at half rations.
Why flat-rate plans cannot hold
A subscription is a buffet. The restaurant estimates the average appetite, sets one price, and the economics work as long as that average stays predictable.
Frontier reasoning models break exactly that premise. A single Fable 5 task can consume tens of times the compute of an ordinary chat — and the people most eager to use it are precisely the heaviest users. When a coachload of competitive eaters shows up, the buffet has three options: raise the price, ration the plates, or move you to à la carte.
Anthropic just did all three at once: Pro goes à la carte (usage credits), Max gets rationed (50% limits), and usage credits are, by definition, metered billing at API rates.
This is not one company's quirk. It is the direction of the whole industry: the monthly fee buys you a seat at the table; the compute itself is metered.
Hong Kong and China: spectators, and early adopters
Here is the irony. Users in Hong Kong and China could only watch this subscription drama from the sidelines — Claude does not officially support either region, so Max versus Pro was never a choice they had.
But the trend concerns them directly. Metered billing, the industry's "new direction," is not new to them at all. The reliable path to Claude from Hong Kong or China has always been a pay-as-you-go gateway: pay for what you use, no monthly fee, no limit games. The billing model official subscribers are now learning to live with is the one these users have been on all along.
The industry is converging on the model you already use.
Which billing model fits you
A simple framework:
1. Usage pattern. Steady, heavy, daily use: a flat plan with limits may work out cheaper. Spiky use — a crunch week followed by a quiet one: metered billing almost always wins. A taxi meter charges nothing while you are not riding.
2. Model tier. Everyday tasks — rewriting, summarising, translating — run fine on mid-tier models. Save the flagship for genuinely hard problems. Under any billing model, routing every task to the most expensive model is waste.
3. Regional reality. In Hong Kong and China there is no official subscription to choose from; a usage-based gateway is the practical, cost-transparent path.
Three common misreadings
1. "Included in subscription" does not mean unlimited. When the 50% allowance runs out, you buy more. A monthly fee has never meant all-you-can-eat.
2. "Standard limits shrink the same day" — this claim currently traces to a single source and has no official confirmation. Treat it as rumour.
3. "The strongest model is out, so I am behind if I do not use it." Most daily tasks do not need frontier compute. Matching the model to the task always beats chasing the newest badge.
The turn ends where you started
The shift is not bad news for users: metered billing means transparent costs and nothing paid for idle capacity.
